Work Packages

Overall strategy

CASCADE is an 18-month support action project that comprises five work packages. Three RTD work packages (WP2 to WP4) are supported by project management (WP1) and dissemination (WP5). The RTD WPs have been structured to support: the identification and prioritisation of thematic global societal challenges of mutual EU-Southern Asian interest as the basis for future bi-regional cooperation (WP2); the identification of national and regional stakeholders that can influence the global challenges and research priorities relevant to the South Asian region (WP3); and, the stimulation of participation by Southern Asian stakeholders in Horizon 2020 (WP4). The combination of these work packages achieve the overall aim of CASCADE: to prepare ground for a future INCONET programme that targets South Asian Countries and promotes bi-regional coordination of Science &Technology (S&T) cooperation, including priority setting and definition of S&T cooperation policies.

  • WP1 aims to manage CASCADE partners, coordinate the delivery of project outputs, ensure achievement of anticipated outcomes, and develop and manage project infrastructure.
  • WP2 will produce national (Afghanistan, Bangladesh, Bhutan, Maldives, Nepal, Pakistan and Sri Lanka) and regional (Southern Asia) position papers that provide a consensus on the key societal challenges in Southern Asia linked to Horizon 2020.
  • These papers will be used as the basis for WP3: the identification and mapping of key national and regional stakeholders that can influence and address these societal challenges.
  • WP4 will engage these key stakeholders, raise awareness of the potential for EU-Southern Asia cooperation, and stimulate their participation in Horizon 2020.
  • WP5 will use the position papers from WP2 and stakeholder maps from WP3 to compile a policy brief with recommendations to the European Commission on how to promote bi-lateral cooperation with Southern Asia with a view to tackling key societal challenges of mutual interest. WP5 will also promote Southern Asian contacts (stakeholders) among major European stakeholders.

 

Work package 1: Project management

University of Salford, UK is the WP Leader
WP1 will manage CASCADE partners, coordinate the delivery of project outputs, ensure achievement of anticipated outcomes, and develop and manage project infrastructure. WP1 will: establish working procedures and reporting structures; provide management time, administration, co-ordination functions; organise the CASCADE steering committee meetings, stakeholder advisory board, progress reports and maintain all records of expenditure; manage work package activities and deliverables against agreed milestones; and organise and submit interim and final report in accordance with the funding body requirements.

Work package 2: Identify global challenges relevant to South Asia

ADPC, Thailand is the WP Leader
WP2 will identify and prioritise thematic global challenges of mutual EU-Southern Asian interest as the basis for future bi-regional cooperation. Analysis of national policies and research priorities, as well as stakeholder consultations and contributions from international experts, will be used to compile national and Southern Asian regional position papers.

Tasks

  • T2.1 Brief national partners on EU thematic global challenges & Horizon 2020, and agree protocols for national surveys
  • T2.2 Analyse national policies and research priorities related to Horizon 2020 global challenges
  • T2.3 Hold national expert groups & interviews in every targeted country
  • T2.4 Prepare national position papers
  • T2.5 Facilitate a thematic dialogue workshop on mutual EU-Southern Asian research priorities setting
  • T2.6 Compile a regional position paper

Work package 3: Identify global challenges relevant to South Asia

Federation of Sri Lankan Local Government Authorities, Sri Lanka is the WP Leader
WP3 will identify and develop an inventory of the national and regional stakeholders that can influence the global challenges and research priorities relevant to the South Asian region.

Tasks

  • T3.1 Brief national partners on stakeholder identification and mapping protocols during a three-day workshop in Bangladesh
  • T3.2 Hold national expert groups & interviews with key agencies (government, non-governmental, industry, academia) to identify and map stakeholders
  • T3.3 Classify and map stakeholders according to stake and type
  • T3.4 Develop an inventory of national and regional stakeholders related to global challenges

Work package 4: Raise awareness of Horizon 2020 and related schemes 

University of Central Lancashire, UK (Europe) and University of Engineering & Technology Peshawar, Pakistan (South Asia) are the Joint WP Leaders
WP4 will develop capacity among partner institutions to target, stimulate and support the participation of Southern Asian stakeholders in Horizon 2020. It will also engage stakeholders identified through WP3, thus extending and reinforcing contact points for future cooperation.

Tasks

  • T4.1 Train national partners in Southern Asia to increase the basic knowledge of Horizon 2020 and instruments to support cooperation with the region

Work package 5: Dissemination and exploitation

WP5 will disseminate outputs to create the conditions for a sustainable multi-stakeholder policy dialogue on addressing global challenges between the European Union and the Southern Asian Region. 

Tasks

  • T5.1 Develop promotional kit (presentations, flyer, website)
  • T5.2 Prepare policy briefing with recommendations to the European Commission on how to promote bi-lateral cooperation linked to key global challenges
  • T5.3 Host EU info-day/brokerage/thematic event to promote Southern Asian contacts among major European stakeholders
  • T5.4 Deliver specific presentations devoted to EU-Southern Asia collaboration
  • T.5.5 Write article on regional priorities in Southern Asia for tackling global societal challenges
